Recently, the Taiwan Affairs Office of the State Council held a
special press conference on the interpretation of the “26 measures” policy,
and invited relevant persons in charge of the Development and Reform Commission,
the Ministry of Science and Technology, the State Administration of Market Supervision
and Administration and the Taiwan Affairs Office to interpret
the 13 measures related to providing Taiwan enterprises with equal treatment.
Chen Binhua, deputy director of the Economic Affairs Bureau of the State Council
for Taiwan Affairs, said that the 13 measures mainly consider providing
more development opportunities for Taiwan compatriots and enterprises.
These 13 measures have further responded to the demands
and expectations of the majority of Taiwanese enterprises.
The main consideration is to provide more development opportunities
and equal treatment for Taiwanese and Taiwanese enterprises,
further promote the participation of Taiwanese enterprises in high-quality development
and high-tech innovation in the mainland, and help Taiwanese enterprises.
Speed up technological innovation, reduce overall costs,
seize development opportunities, and achieve better development.
Chen Binhua introduced that
the 13 measures have three major highlights:
keeping abreast of economic and social development hotspots,
responding to the concerns of Taiwan compatriots and enterprises,
and further increasing the gold content.
For example, it was mentioned that Taiwan-funded enterprises
can participate in the research and development of fifth-generation
mobile communication technologies, standard formulation, product testing
and network construction in the mainland according to the principle of marketization,
which has brought new opportunities for the development of related enterprises in Taiwan.
The “26 measures” introduced this time include measures to support
Taiwanese-funded enterprises to participate in the development of 5G in the mainland.
It is hoped that cross-strait companies will have a long-term perspective,
strengthen confidence, and continue to adhere to the principles
of complementary advantages and mutually beneficial win-win results
to jointly build a global 5G the industrial chain promotes
the healthy development of the global mobile communications industry.
In addition, Article 1 of the “26 Measures” states that
Taiwan-funded enterprises can participate equally in the development
and innovation of major technical equipment, testing and evaluation,
and the construction of demonstration application systems,
and can participate equally in industrial innovation centers,
engineering research centers, enterprise technology centers, and industries.
The construction of the design center reflects the high gold content of the “26 measures.”
