on Climate Change 2019 Annual Report” when he said that
since 2018, all Chinese departments and localities
have actively implemented the targets set in the “13th Five-Year Plan”
to control greenhouse gas emissions.

The report shows that since 2018,
the Chinese government has adopted a series of measures
to adjust industrial structure,

According to preliminary calculations, the national carbon emission intensity
decreased by 45.8% in 2018 compared with 2005,
and the carbon emission intensity continued to decline,
and this number has already reached the promise of a 40% -45% reduction
in carbon emission intensity in 2020 compared to 2005,
which has basically been reversed.
This has caused a rapid increase in greenhouse gas emissions.

Zhao Yingmin said that agriculture, water resources, forests,
oceans, human health, disaster prevention and mitigation
have done a lot of work in adapting to climate change
and have made positive progress.
China has also participated in the launch of the Global Adaptation Committee
to actively promote adaptation to climate change with international cooperation.
Zhao Yingmin also said that in the next step,
China will continue to actively maintain multilateralism,
continue to take measures to implement the goal
and commitment of national independent contributions,
integrate climate change into the national economic and social development plan,
strengthen greenhouse gas emission control,
and strengthen adaptation to climate change.
